Development of S-211 standard for Port Call Message starts at IALA

 

IALA finds the Port Call Message Format standard promising and assigns S-211 as the identifier for the completion of this draft standard through the responsible IALA committee and working groups. During the last years, different EU supported projects have worked to develop and validate concepts, services and solutions to improve safety and efficiency of maritime transport. One result was the development of the “Sea Traffic Management” (STM) concept and its “Port Collaborative Decision Making” (PortCDM) enabler in the MONALISA and STM projects. Within STM, a Port Call Message Format has been developed to enable the coordination of stakeholder activities associated with port calls by providing a standard format to share the necessary information, particular time stamps, for example on Estimated Time of Arrival (ETA) and Estimated Time of Departure (ETD). PortCDM, is currently under validation in the EU supported “STM Validation” project. In order to ensure sustainability and interoperability with the IMO initiative “e-Navigation”, the International PortCDM Council (IPCDMC), initiated in the STM Validation project, has supported the idea to migrate the Port Call Message Format into a Common Maritime Data Structure (CMDS) format and as such integrate it in the CMDS GI Registry currently managed by the International Hydrographic Office (IHO). The research institute RISE Viktoria, Sweden, has successfully created a first draft of such a standard and handed it over to IALA for further consideration.

IALA has informed the IPCDMC that they have assigned S-211 as the identifier for the completion of this draft standard through the responsible IALA committee and working groups. S-211, once completed and adapted, will be part of the IALA domain within the CMDS GI Registry. The STM Validation Project will demonstrate the STM concept in large-scale test beds in both the Nordic and Mediterranean Seas, encompassing around 300 vessels, 13 ports and 5 shore based service centres as well as using the European Maritime Simulator Network.
